As an enterprise IT team, you use external insight to inform and justify your strategic decisions and operational practices.
Initially, you look for research on the web, and buy reports. You use research to support decisions. There is value in this, but it's limited.
You may move to co-ordinate spending in order to save money through a single agreement or call-off contract. This initiates a closer relationship with the supplier, but you still have other scattered agreements and could get considerably more leverage.
Strategic use of insight services informs and shapes, rather than justifies, decisions. It is based on value measurement and shared responsibility. Few relationships truly reach this level.
